Almost every readiness practice assumes a particular person: someone with a work email address, a laptop, a calendar with gaps in it, and the discretion to spend twenty minutes on a survey.
A warehouse operative, a nurse, a driver, a retail assistant and a field engineer have none of those things. When a programme reports 68 per cent readiness, that number is usually about the office.
Every standard mechanism has the same failure mode

The pattern in the right-hand column is that everything routes through a physically present person on the shift. That is expensive, and it is the actual cost of changing anything for a deskless population. Programmes that budget for email and e-learning have not budgeted for this change at all.
The measurement gap compounds the problem
Low survey response from frontline populations is usually treated as a data quality caveat. It is more damaging than that, because it is systematic rather than random.
The groups least able to respond are the ones with least discretionary time and least system access — which correlates closely with the groups facing the largest practical change. So the readiness picture is biased optimistic in exactly the population where a capability gap does the most operational damage, and the bias is invisible because the aggregate number still looks reasonable.
There is a second reason to be careful about self-report here. The meta-analysis by Magnus Sverke, Johnny Hellgren and Katharina Näswall in the Journal of Occupational Health Psychology found that job insecurity has detrimental consequences for employees’ job attitudes, organisational attitudes and health — and that the behavioural consequences are more pronounced among manual than non-manual workers.
The population your instruments reach least well is the one where insecurity does most behavioural damage. That is a strong argument for going and looking rather than surveying harder.
The supervisor is the entire channel
For an office population, a weak manager is one blocked channel among several — people still get the email, read the intranet and talk to peers in other teams.
For a deskless population there is no alternative route. If the shift supervisor cannot explain the change or does not believe in it, nothing reaches that team at all. Every other mechanism is decoration.
This makes supervisor preparation the highest-return activity available, and it is usually the thinnest. Three specifics matter more than any briefing pack: they can answer the three questions their team will actually ask; they know what to do when someone cannot complete a task; and they have been given time to hold the conversation rather than being expected to fit it around a shift start. Manager readiness is always upstream of team readiness, and on the frontline it is the only thing upstream.
Design for the constraint
- Budget for repeat delivery from the start. Three shifts means three deliveries, plus one for those on leave. A training plan with a single date per site was written for an office.
- Use the handover. Ten minutes at shift change, repeated over a fortnight, beats one hour once — and it satisfies the spacing that makes practice stick.
- Put practice where the work is. Baldwin and Ford’s work on transfer of training identifies the opportunity to perform in the work environment as a determinant of whether training transfers at all. A terminal on the floor with a practice login does more than a classroom.
- Make job aids physical. A laminated card at the workstation is used. A PDF on an intranet nobody can reach is not.
- Measure by observation. For a team of eight, watching four people attempt the task is faster, more accurate and less exposing than a survey — and a survey of eight people could not be reported anyway.
- Ask about the physical reality. Where is the device, is it reachable with gloves on, what is the lighting, what happens when the network drops in the yard. These questions are never on a readiness survey and frequently decide the outcome.
The honest position
Reaching a deskless population properly costs more per head than reaching an office one, and there is no digital mechanism that removes that cost. Every attempt to substitute an app for a supervisor conversation has the same result: the app reports high enrolment and the floor reports that nobody explained anything.
The decision worth making early is whether to fund that or to accept a slower, rougher adoption curve in the part of the business where operations actually happen. Both are legitimate choices. Only one of them is usually made deliberately.
